Andrés Restrepo was a Colombian who worked as a spy for the DEA.
His brother Lucho worked as a drug trafficker for the Cali cartel Miami, and was arrested in 1994 during Operation Cornerstone. Back in Colombia, Andrés was contacted by DEA Agents Duffy and Lopez who warned him that if he failed to spy for them, they would have his brother killed. Andrés reluctantly agreed, and was tasked by the DEA to take photos of the guests at a grand party organized by Gilberto Rodríguez Orejuela.
Disguised as a waiter, Andrés managed to photograph few of the guests before he was caught by Jorge Salcedo. Salcedo warned him to leave Cali without saying farewell to his mother or girlfried, or risk being killed by Navegante. Frightened, Andrés decided to flee.
