Armando Pavón Reyes was a commander in the Mexican Federal Judicial Police and a member of the DFS's personal detail who was selected on the recommendation of Edward Heath to oversee the investigation of DEA agent Enrique Camarena Salazar's murder in 1985 by the Guadalajara Cartel.

Acting on information provided by the DEA, Pavón attempted to arrest Guadalajara Cartel drug lord Rafael Caro Quintero before the latter attempted to flee Mexico. Pavón gets in Quintero's private jet, and the drug lord shows his DFS credentials and offers a bribe of $1 million. Pavón allegedly accepts the bribe, and allows Caro Quintero's plane to take off, much to the dismay of the many DEA agents present there, including James Kuykendall, Jim Ferguson, Butch Sears and Roger Knapp. Pavón was eventually fired for alleged corruption, and was succeeded by Guillermo Calderoni. Pavón was eventually arrested after Camarena's body was discovered.
