Cecilia Rosario was a Mexican politician of the PRI party, and one of the campaign managers of the PRI candidate for the 1988 Mexican presidential elections.

The candidate's brother sent her to meet with drug trafficker Miguel Ángel Félix Gallardo, who had obtained computer predictions of the elections results, which predicted a massive defeat for the PRI. Félix Gallardo proposed to manipulate the election results to the PRI's favour, in exchange for political protection. She accepted the drug lord's offer, and the PRI won the subsequent elections. She invited Félix Gallardo and his estranged wife to the success party.
