Diego Vargas Silva was a General of the Colombian National Police. He oversaw the fight against the Medellín and Cali cartels.
He reprimanded the DEA for taking unilateral actions after the arrest of Cali cartel leader Gilberto Rodríguez Orejuela. DEA Agent Javier Peña suspected him of receiving bribes from the Cali cartel, and chose to work with General Rosso José Serrano instead to arrest the other three leaders of the Cali cartel.
