Edward Jacoby was an US Army intelligence officer attached to Centra Spike.
From 1992 to 1993, he was the head of the Centra Spike's aerial surveillance unit and was tasked to intercept phone calls made by drug traffickers and help the Search Bloc to determining the location of wanted targets using radio triangulation and microwave data transmission.
