Francis 'Bud' Mullen was the Administrator of the DEA from 1982 till 1985. He is succeeded by John Lawn.
DEA's Guadalajara bureau chief James Kuykendall sends Mullen the findings of Operation Padrino in order to secure funding and help to bring down Mexican drug lord Miguel Ángel Félix Gallardo. However Mullen denies to help, stating that he's unable to convince the US State Department, as they are more concerned about collecting debt from Mexico's PEMEX following the plunge of oil prices in the late 1970s.
