Héctor Palma Salazar, also known as Güero (English: Blonde) was a Mexican drug trafficker and the first leader of the Sinaloa cartel.

Initially working in Juárez under Pablo Acosta, he rose up the ranks, and by 1985, handled the Mazatlán plaza for the Guadalajara cartel. He later led the Sinaloa plaza along with Cochiloco. After Miguel Ángel Félix Gallardo ordered the death of Cochiloco on Benjamín Arellano Félix's request, Palma spoke about leaving the Guadalajara cartel to his former mentor Acosta. The conversation was recorded and sent to Félix Gallardo; whom out of anger sent Juan José Esparragoza Moreno to kill Palma. Palma's wife Guadalupe Leija Serrano heard about the news from her lover and Félix's chauffeur Rafael Enrique Clavel. Palma successfully warded off Esparragoza Moreno from his house, and went into hiding.

On the insistence of Joaquín 'El Chapo' Guzmán and other plaza bosses, Félix Gallardo forgave Palma and allowed him back into his organization, at the cost of his wife and his two children, who were executed reluctantly by Clavel. Growing tired of Félix's tyranny, Palma and Esparragoza Moreno decide to withdraw from the Federation, forming the Sinaloa cartel. Palma later tracked Clavel down and bludgeoned him to death with a baseball bat.

Palma served as the leader of the Sinaloa cartel from 1989 till he was overthrown by Chapo and Ismael 'El Mayo' Zambada.
