Following the Chiapas airfield ambush in 1989, he ended Operation Leyenda and relegated lead agent Walt Breslin to a desk job in Sacramento. He additionally refused to follow up on the DEA's promises made to the Mexican mercenaries hired and killed during the ill-fated attack on the Guadalajara cartel.
