In 1993, he requested Javier Peña to oversee the DEA investigation on the Cali cartel after the death of Pablo Escobar. Years later, he told Peña that the War on Drugs would be shifting to Mexico, and that he could revoke Peña's resignation if he was willing to work against the Mexican drug cartels.
