Noonan was the American ambassador to Colombia in the 1980s under Presidents Ronald Reagan and George H. W. Bush. She was in-charge of the CIA's campaign against communist guerrillas and the DEA's war against the Medellín cartel, and frequently held talks with high ranking Colombian government and military officials to help the American foreign policy in Colombia.
She was succeeded in 1992 by Arthur Crosby.
