Ossie Mejía was a Mexican officer of the Jalisco State Police who worked as a mercenary for the DEA as a part of Operation Leyenda to bring down the Guadalajara cartel.
Ossie Mejía rose through ranks of his police force by stealing cars for his commander. In 1976, he was deported from the United States for grand larceny, and had a warrant which was still outstanding 10 years later. He came in contact with DEA Special Agent Walt Breslin a few years before the events of Leyenda, and in 1986; agreed to work for the DEA in exchange for an unspecified amount of cash and a work visa for his uncle.
He was wounded badly during the Chiapas airfield ambush in 1988, and decided to commit a suicide attack by driving his vehicle into a gas tank to kill several gunmen of the Guadalajara cartel. Despite his efforts in helping the DEA, American officials considered him and Amat Palacios as criminals, and refused to follow on their promises.
