I trust people more than I trust money.
― Acosta, c. 1984
Pablo Acosta Villarreal was a Mexican smuggler who was a part of the Guadalajara cartel, and operated in Ojinaga.

Acosta was involved in a bitter feud with Sinaloan smuggler Pedro Avilés. This feud threatened the establishment of the cartel by Miguel Ángel Félix Gallardo, as Avilés refused to work together with Acosta. After Avilés is killed by Félix with help from the DFS, the cartel is created. By the mid 1980s, Acosta led the Juarez plaze, with future drug lords Rafael Aguilar Guajardo and Amado Carrillo Fuentes working under him.

After growing unsatisfied with Félix Gallardo's tyrannical control over the Guadalajara cartel, and upon the request of his love interest Mimi Webb Miller; Acosta began talking to the American media about the extent of the political support of the cartel. This angered Félix Gallardo, who at that time received protection from both the CIA and the Mexican government. As a result, he is killed in a joint FBI-Mexican Federal Police raid in 1988; despite efforts by DEA agent Walt Breslin to put him in a witness protection program in the United States.
