Paco was a Mexican drug trafficker.
After Guadalajara cartel drug lord Pablo Acosta paid for his daughter's eye surgery, he began working as a drug mule for Acosta. In 1984, he accidentally crashed one of Acosta's trucks transporting cocaine near the US-Mexican border. Acosta initially suspected him of stealing, but after hearing him narrate the incident, decided to retrieve the load along with Amado Carrillo Fuentes. Paco was spared after Acosta recovered the cocaine from the crash site.
He later developed a friendship with Acosta. In 1986, he supplied Acosta with weapons to aid in his feud against Fermín Arévalo. Amado failed to recognize Paco when Paco had a mock gun duel with Acosta.
