Carlos Salinas de Gortari, referred in the credits as The President-elect was the President of Mexico from 1988 to 1994.
A member of the influential PRI party, he was chosen as the presidential candidate for the 1988 elections due to his technocratic background. With the Guadalajara Cartel helping in vote rigging, he defeated Cuauhtémoc Cárdenas and was elected President.
Despite this, in order to get a favorable rating from the United States to establish a trade deal that would benefit the Mexican businessmen who were his political donors, he authorized the arrest of Guadalajara cartel leader Miguel Ángel Félix Gallardo in April 1989. As President, he was heavily influenced by his brother Raul and prominent businessman Carlos Hank González.
