Ramón Arellano Félix was a Mexican drug smuggler and a high ranking member of the Tijuana cartel.

Ramón began his smuggling career trafficking contraband electronics, imported clothing and marijuana in Tijuana, working under his brother Benjamín Arellano Félix. They joined in the Guadalajara Cartel in 1980, and became the leader of the Tijuana plaza after turning on their mentor Alberto Sicilia Falcon. After the break-up of the Guadalajara cartel in 1989, Ramón became a high ranking member of the Tijuana Cartel, which was run by his family.

Ramón was by far the most ruthless member of the cartel, known for his spontaneous outbursts of anger. Ramón was known for deriving a sadistic pleasure in killing, be it humans or animals. He developed an intense rivalry with "Chapo" Guzmán while they both worked for the Guadalajara Cartel, which was an important reason for the violent conflict between the Tijuana Cartel and Guzmán's Sinaloa Cartel.

In mid 1997, Ramón Arellano Félix was killed in a gunfight in Mazatlán, Sinaloa in an attempt to kill Ismael "El Mayo" Zambada. He was pulled over by the state police and was shot dead. As it turns out, El Mayo had the police in Sinaloa on his payroll and ordered them to kill him. In real life he was killed on February 10, 2002, by a police officer during a traffic stop in Bugambilia street, in the city of Mazatlán, after he was stopped by the officer, he drew his handgun and wounded the officer twice in the chest, who in response while falling fired back with his handgun hitting Arellano in the head.
