
Rosso José Serrano is a former Brigadier General of the Colombian National Police, and a Commander of the Search Bloc who was one of the masterminds behind the dismantling of the Cali cartel.
A devout Catholic, Serrano was reluctantly made to succeed Colonel Hugo Martinez as the commander of the Search Bloc by Defense Minister Fernando Botero Zea. Serrano, with help from DEA agent Javier Peña led the first attempt to capture Cali cartel leader Miguel Rodríguez Orejuela. However, the local attorney forced him to call away the raid despite his men being seconds away from capturing the drug lord. Serrano successfully apprehended the drug lord during the next attempt, when he personally rammed his police SUV into Rodríguez's car as he attempted to flee his safehouse.
After the Cali cartel's connection to President Ernesto Samper was revealed, remaining cartel leaders José Santacruz Londoño and Hélmer Herrera surrendered to General Serrano, the latter surrendering personally to the General.
