Stella Mancusco was an American lawyer working for the DEA. In 1986, she tried to prosecute Rubén Zuno Arce in front of a grand jury, expecting him to reveal the connections between the Guadalajara cartel and the Mexican defense minister. However Zuno committed perjury by denying any connections between him and cartel leader Miguel Ángel Félix Gallardo, after the latter received the support of the CIA.
