Raúl Salinas de Gortari, listed in the credits as The Brother was a Mexican businessman and the elder brother of Carlos Salinas, the President of Mexico from 1988 to 1994.
In 1951, his brother killed one of the family's maids with a rifle while they were re-enacting a historical scene, and he offered to talk their family out of the issue. The brothers became closely acquainted with veteran smuggler Juan Nepomuceno Guerra during their early adulthood, which resulted in Guerra supporting his brother's presidential bid.
In 1988, he is approached by drug trafficker Miguel Ángel Félix Gallardo who wanted to fund the brother's campaign in exchange for protection, but he declined as he knew of the enmity between Miguel and Guerra. However, Félix Gallardo obtains a copy of the PRI's poll predictions, which predicted a massive defeat for his brother, and requested a meeting. He sent high-ranking politician Cecilia Rosario, and she began working with Félix Gallardo in order to engage in voter suppression. With help from the Guadalajara cartel, his brother successfully won the 1988 elections. In order to please his brother's business friends, the new president signed a free trade agreement with the United States of America, and in order for that to happen, ordered the arrest of Félix Gallardo in 1989.
