Víctor Tapia (died 1997) was a former police officer in Ciudad Juárez, and later a bouncer for the Juárez Cartel.
He reluctantly began co-operating with James Kuykendall in exchange for help to identify an alleged serial killer who was responsible for the deaths of several women in and around Juárez. Despite losing his job due to the 1994 economic crisis, Tapia was determined to find the killer and joined the Juárez Cartel as a bouncer in order to supply information about Vicente Carrillo Fuentes to the DEA. The DEA however, failed to provide any useful information to Tapia.
After risking his life, he finally managed to find and kill the serial killer. A few days later, he was extremely dejected when more bodies of young women were discovered and he realized that the killings were actually a femicide perpetrated by several people.
Eventually, the cartel discovered that Tapia was talking to the DEA and he was killed by his police partner Rogelio.
